Staff member of the External, Financial Accounts and Government Finance Statistics Section within the Statistics Department. In charge of statistics related to the government sector, financial accounts, of developing statistics and indicators for assessing the shadow banking activity in Luxembourg as well as of collecting information on the FinTech activity.
Main achievements:
• In-depth analysis of the shadow banking content of captive financial companies in Luxembourg together with another colleague. This document entitled “Analysis of the Shadow Banking Content of Captive Financial Companies in Luxembourg” was published in April 2017 and supported the work of the Luxembourg Systemic Risk Committee and the Financial Stability Board (FSB). As a follow-up to this one-off study, I have been responsible for developing the necessary statistical tools that now support the regular monitoring of the shadow banking content of captive financial companies as well as securitization vehicles domiciled in Luxembourg.
• Member of the Project Steering Group related to the Securities Financing Transactions Database (SFTD) project comprising planning, execution, closure and governance phases. Upon completion in 2021 of this project, the European Central Bank as well as seven National Central Banks, of which the Central Bank of Luxembourg, have now access to a well-designed system that collects, process, enriches and makes Securities Financing Transactions (SFT) data available for financial stability analysis.
Currently Member of the SFTD Service Steering Group as well as the SFTD User Group.
• Developing statistical information on the financial technology (FinTech) companies domiciled in Luxembourg as FinTech innovation and activities are expected to become increasingly relevant for national authorities. This work has resulted in a list of current FinTech firms, a better understanding of the Fintech activities and has provided a preliminary estimate of the total assets held by FinTech entities in Luxembourg. This data collection represents a first step towards addressing the existing data gaps and provides an initial basis for assessing FinTech activities that could be relevant for financial stability and risk assessment. The preliminary results of this work were published in the 2019 BCL Financial Stability Review. I was also nominated for designing the FinTech regulatory framework database initiated by the Bank of International Settlements and that is now available to stakeholders.
• Monitoring developments relevant to the BCL in the context of the Excessive Deficit Procedure (EDP) and financial accounts and promoting the involvement of the BCL in these fields. Participation in related activities in international fora, in cooperation with the European Central Bank and the EU Commission. This includes representing the BCL in different meetings and contributing to corresponding consultations on methodological questions. In charge of preparing and presenting analytical, technical and methodological documents related to different statistical domains, in particular on Government Finance Statistics. Prepare briefings and notes on methodological issues for high-level decision-making bodies and regularly contribute to the elaboration of the BCL Bulletin and BCL Opinion on the Government Budget.
• Enhancing parts of the data collection and production systems built around Oracle and SAS.

Main achievements:
• Contributing to the further harmonization of the government finance statistics across the EU and participation in related activities in international fora, in cooperation with the EU Commission.
• Monitoring developments relevant to the ECB in the context of the Excessive Deficit Procedure (EDP) and promoting the involvement of the ECB and the NCBs in this field. This includes representing the ECB in different EDP missions, contributing to corresponding consultations of the Committee on Monetary, Financial and Balance of Payments Statistics (CMFB) and other bodies on methodological questions and contributing to the provision of technical assistance.
• Developing international statistical standards and enhancing compilation methods related to GFS.
• Leading more junior colleagues mainly for regular statistics production tasks.
• Preparing and presenting analytical, technical and methodological documents related to public finance. Prepare briefings and notes on GFS methodological issues and public finance development for high-level decision-making bodies (ECB Executive Board, Governing Council, General Council, etc.).
• Designing and enhancing most parts of the GFS data flow management system built around FAME/Unix and Excel/VBA.
